International information security in the context of the emergence of a global information society

Abstract

This article examines the theoretical and methodological foundations for ensuring international information security in the context of the emerging global information society. It is argued that the rapid development of digital technologies, the globalization of information flows, and the spread of artificial intelligence, big data, cloud computing, digital platforms, and cross-border communications are significantly transforming the international security environment, creating not only new opportunities for the development of states and societies but also a wide range of information risks and threats. It is determined that the information space is increasingly becoming an independent sphere of international confrontation, where, alongside traditional instruments, information and psychological operations, cyberattacks, digital espionage, manipulation of public opinion, disinformation, and other forms of hybrid influence are employed. This paper analyzes current trends in the development of the global information society and their impact on the transformation of international information security. It examines the activities of international organizations and integration associations aimed at establishing mechanisms for international cooperation in the field of information security, developing global digital security standards, and countering cybercrime, information operations, and transnational information threats. This paper identifies the key factors influencing the state of international information security in the context of the global information society. It substantiates conceptual directions for improving the international information security system, including: the development of international digital diplomacy; the creation of integrated mechanisms for monitoring information threats; improving strategic communications systems; implementing intelligent technologies for analyzing the information space; developing international information exchange regarding cyber incidents; establishing uniform standards for digital trust and information resilience; and strengthening partnerships among states, international organizations, research institutions, and the private sector in the field of protecting the global information space.

Анотація

У статті досліджено теоретико-методологічні засади забезпечення міжнародної інформаційної безпеки в умовах формування глобального інформаційного суспільства. Обґрунтовано, що стрімкий розвиток цифрових технологій, глобалізація інформаційних потоків, поширення штучного інтелекту, великих даних, хмарних обчислень, цифрових платформ і транскордонних комунікацій суттєво трансформують міжнародне безпекове середовище, створюючи не лише нові можливості для розвитку держав і суспільств, а й широкий спектр інформаційних ризиків та загроз. Визначено, що інформаційний простір дедалі більше перетворюється на самостійну сферу міжнародного протиборства, де поряд із традиційними інструментами використовуються інформаційно-психологічні операції, кібератаки, цифрове шпигунство, маніпулювання громадською думкою, дезінформація та інші форми гібридного впливу. Проаналізовано сучасні тенденції розвитку глобального інформаційного суспільства та їх вплив на трансформацію міжнародної інформаційної безпеки. Досліджено діяльність міжнародних організацій та інтеграційних об’єднань щодо формування механізмів міжнародного співробітництва у сфері інформаційної безпеки, розвитку глобальних стандартів цифрової безпеки, протидії кіберзлочинності, інформаційним операціям і транснаціональним інформаційним загрозам. У роботі визначено основні чинники, що впливають на стан міжнародної інформаційної безпеки в умовах глобального інформаційного суспільства. Обґрунтовано концептуальні напрями вдосконалення системи міжнародної інформаційної безпеки, серед яких: розвиток міжнародної цифрової дипломатії; створення інтегрованих механізмів моніторингу інформаційних загроз; удосконалення систем стратегічних комунікацій; впровадження інтелектуальних технологій аналізу інформаційного простору; розвиток міжнародного обміну інформацією щодо кіберінцидентів; формування єдиних стандартів цифрової довіри та інформаційної стійкості; зміцнення партнерства між державами, міжнародними організаціями, науковими установами й приватним сектором у сфері захисту глобального інформаційного простору
